What .NET / C# is
.NET is Microsoft's application platform, and C# is the language most often written on it. It is common in companies that already run Microsoft infrastructure, and it carries a long track record in internal business systems.

How Axis uses it
When a client already runs SQL Server, Azure, and Microsoft identity, staying on .NET usually costs less to operate than introducing a second stack their IT group does not support.
